David has been involved in advising and assessing the transportation aspects of Resource Consent applications for a number of local government organisations.  These included the then Rodney District and Auckland City Councils, North Shore City and the Auckland, Wellington and Hamilton offices of Transit NZ (now the NZTA).  His role included the preparation of evidence, attending Council hearings, attending mediation discussions and Environment Court hearings.

In the past few years he has also managed a number of safety improvement investigations and projects.

Over the past two years David has provided specialist advice to Auckland Council and Auckland Transport on Plan Changes associated with Silverdale, Kumeu, Huapai and Matakana (2).

More recently, David has formed part of two Boards of Inquiry related to the Transmission Gully RON (Road of National Significance). These included a Plan Change initially in 2010-11, followed by Notices of Requirement and Resource Consent Applications in 2011-12 for the 27km section from Linden to Mackays Crossing (Wellington), including two local link roads for Porirua City Council.
