Whangaparaoa Road Four-Laning Economic Analysis

An economic analysis was undertaken investigating the benefits of widening Whangaparaoa Road to provide four lanes between Hibiscus Coast Highway and Red Beach Road.  This involved developing a model to account for the different routes expected to be taken by traffic avoiding the bottleneck on Whangaparaoa Road and the effects this would have on the wider traffic network.  This mainly involved the changes in traffic volumes and distribution on Whangaparaoa Road, Red Beach Road and Hibiscus Coast Highway.

Project benefits came from numerous streams, including travel time benefits from the removal of the bottleneck, intersection delays caused by diverted traffic, vehicle operating costs and an increase in trip time reliability.
